Applications will be free. From 1 July 2021, you’ll need to hold a valid Frontier Worker Permit to continue working in the UK.  

DE Teachers Pay Team

Payment for all approved periods of substitute teaching is made on a monthly basis by DE Teachers Pay Team

Voluntary Grammar schools submit monthly returns to the Department of Education’s Teachers Pensions Team detailing employee and employer scheme contributions as well as service details for all substitute teachers.  Substitute teachers working in a Voluntary Grammar school are paid directly by the school and not the DE Teachers Pay Team. 

It is important that all day/hours worked by substitute teachers are signed off by schools on the NISTR system to ensure payment of salary.  Booking alone does not ensure that a temporary teachers' salary payment is processed.  Work signed off after a payroll deadline will be processed on the next available pay date. 

TR23 Form

If you have not worked as a teacher in the last calendar year or your teaching contract has changed you must complete a TR23 form to ensure you receive payment of salary.

The difficulties for schools in arranging qualified teaching cover were highlighted in the NI Audit Office report on The Management of Substitution Cover for Teachers’ published in December 2002.

The ‘Substitute Teacher Register’ is specifically aimed at tackling the practical issues involved and in doing so it provides benefits for both schools and substitute teachers.

To book a substitute teacher a school must have a registered school user(s) on the NISTR system.  For school and user management (add / modify / delete) contact NISTR administration.  

The ‘Register’ is supported by the Department of Education and continually developed in partnership with the Education Authority (EA), CCMSNICIE, voluntary grammar schools, Irish Medium schools and trade union representatives from the Northern Ireland Teachers’ Council. The General Teaching Council for Northern Ireland has also endorsed the Register.

If you are a substitute teacher and wish to work in a school in Northern Ireland, you should be registered on the NISTR system.

Once registered on the NISTR system you must maintain your GTCNI registration, and complete AccessNI Enhanced Disclosure Checks when requested.
